The Parish of San Luis dates back to the colonial era. Its façade is decorated with grey stone and a series of niches occupied by alabaster sculptures. It has a single tower and a small bell gable. Inside there are paintings on canvas using the oil technique, most of them by anonymous authors. The baroque altarpieces are of great artistic value and are dedicated to the Virgin Mary and Jesus Christ.

From August 1st to August 15th of each year, the Huamantla fair is celebrated in honor of the Virgin of Charity. The celebration begins on August 1st. Daily masses are held at 8 a.m. and rosaries at 6 p.m., and pilgrims from the neighborhoods and colonies of Huamantla, towns in Tlaxcala and other states are received. On July 31st, the first flower carpet is made in the Basilica of Charity, fireworks are set off and there is a serenade. From August 1st to 15th, sawdust and flower carpets are made daily in the atrium of the Church of Charity. They begin at 7 p.m. and finish the carpet between 4 and 5 a.m. Before and after making the carpet, there is a fireworks display. Sometimes the carpets are made up to the 22nd, which is the Octave of the Virgin. August 14 is the main day and "it is known as the night that nobody sleeps."
